I’m looking for tv providers that have pvr or dvr in canada. Is there one where you can record specific shows vs ordering the whole channel?

The way DVRs work is they record specific shows from the TV channels you subscribe to in a normal TV package. Nearly all providers in Canada offer a DVR.
To watch individual programs on channels you do not subscribe to, you probably want a provider who offers VOD.
